O livro é resultado de pesquisa doutoral realizada pelo autor junto ao Programa de Pós-Graduação em Direito pela Universidade Estácio de Sá. Partindo da perspectiva de Roger Myerson que associa a forma federativa estatal à democracia em países em transição democrática, o autor realiza um estudo do processo centralizador ocorrido no Brasil mediante o uso abusivo do processo de emendamento constitucional.
