visceral but unfinished story of the Victors

Is this the end of this series ? lots of plot lines remain unexplored. It appears as if the author had material for a few more books, or an expansion to this series in the same universe, but somehow 3 years have past since the last written book came out. Climax rises in the end but then fizzles out in what seems like a hasty, underwhelming conclusion.
