Publishers Please Get Real

Is it possible for publishers to write their summaries and Not distort the artistic merit of their author to the point of Absurdity ?
Mr Pratchett is an icon. Accepted. Not accepted is the evaluation of his teenage writings as, among other things, "fantastically funny." The pun on "fantastically" is also accepted. However, funny is at best a subjective judgment. Perhaps it is best left to those whose judgment is not clouded by the added burden of profit, self interest and product promotion.
Read the tale of the tortoise : a fable maybe, fantastical definitely. Funny ? I would Love to meet anyone who even smiled during the telling of this tale. Title story : use of the ludicrous, reversals of reader realities, etc were used to great effect. Funny ? Not especially. Robert Munch's The Paperbag Princess is similar and as humour goes, Is funny.
When will publishers learn to cease their exaggerations and distortions in order to flog their wares ?
I think that I must be living in a fantasy world to even Think that such a question is reasonable.
