As you remember his story, he was exhausted running from Jezebel and all that he had been through. Plus, you have to remember he just killed all those prophets of Baal. Quite exhausting position that he had found himself in. Overwhelmed, he was spiritually drained, hiding in a cave on Mount Horeb. He expected God to reveal himself through something dramatic. He expected God to show up in fire, wind, or shaking ground, something make the mountains shake. But the Lord bypassed this spectacular. And if you remember, he spoke to him in a whisper. You can see this is 2 Kings 19. Why a whisper? Because God wants you to be quiet enough to hear him when he speaks softly to you.
