This audiobook should be titled Lethal Heritage: highly edited to remove half the context and turn other parts into a complete mystery. I originally read the paper copy of the book many years ago and highly enjoyed the writing style and story. The audio version however has been heavily edited with many parts left out, parts that are needed later to make sense of the storyline and character interactions. One example occurs early after Phelan is interrogated. When he is brought to be cleaned up, the way the audiobook plays the scene he is attacked completely without provocation.

My advice is to buy the print version of the book. It will be more enjoyable for you.
