Colonel James Donovan finds himself again knee-deep in another conspiracy, with a plot hatched in the Bahamas that takes him back to Havana. This time, Dono and Maggie battle Russian oligarchs and rogue Congressmen in a deadly plot to kidnap an American ambassador and steal her inheritance of $1.2 billion dollars.

But no one could predict what happens next, since the conspiracy to unravel American Democracy dates back eight years. Everything comes to a head with an attack and jailbreak by the Russian mob at Gitmo, which causes Castro of Cuba to come to the rescue. The new Colonel Donovan makes a deal in Cuba for the new CIA—the US Foreign Intelligence Agency which will protect American Democracy from all enemies foreign and domestic.
