Tanner is injured and stranded while completing an assassination. Seeing an opportunity to eliminate Tanner, the organization known as Cipher breaks the truce they had with him.
They reason that now that he’s older, Tanner will be easier to kill. They have a large pool of assassins to choose from since Cipher is in control of the site on the dark web known as the Clearinghouse.
