Malcolm Donald Smith is the Founder and Chief Spirits Officer of Black Starr and is a wine and spirits concierge with a mobile bartending service. Donald is also the Deputy Assistant Administrator for the Office of Women’s Business Ownership (OWBO), where he is responsible for building the capacity of women entrepreneurs through the implementation of the Women’s Business Center (WBC) program.
A life member of Kappa Alpha Psi and a proud HBCU graduate, Donald holds a Master of City and Regional Planning degree from Morgan State University and a Bachelor of Science degree in Criminal Justice (Pre-Law) from the University of Maryland Eastern Shore.
