On Monday, early voting started for this year's election. Since this is an off-year for the most part, most of the real issues on the ballot deal with 17 amendments to the Texas Constitution. Some of these changes come directly from this year's legislative session, and they're personal projects for the governor. On Ask The Expert, we get a rundown from Phil Prazan.
