FBI Special Agent Jeannie Loomis, now head of the San Francisco bureau, is called in to lead the high-stakes investigation. Loomis, a seasoned investigator with a personal history of pursuing notorious criminals, finds herself drawn into a psychological cat-and-mouse game as the new killer mirrors the gruesome methods of the original Zodiac, but with a chilling modern twist—taunting the authorities through encrypted emails.

FBI agent Jeannie Loomis, a flawed but dedicated agent who believes that sometimes the ends justify the means, is attempting to remain below the radar of the corrupt administration at the top of the bureau. While on a much-deserved vacation with her boyfriend, Interpol agent Sean Delaney, she is contacted by the Idaho State Police asking for a consult regarding a recently found body dump—the result of an active serial killer. Delaney is called away after the broadcasting of the Super Bowl is hacked by a group calling themselves the Black Cell.
