In the 1960s, the US Air Force lacked both the equipment and properly trained pilots to assure air superiority because the Tactical Air Command (TAC) had become little more than a handmaiden to the Strategic Air Command (SAC). TAC focused primarily on the interdiction of enemy bombers and virtually ignored its other responsibilities, such as providing close support of ground troops with conventional weapons and the interdiction of enemy fighters over the battlefield.

Immediately after Japan's December 7, 1941, attack on Pearl Harbor, President Roosevelt sought to restore the honor of the United States with a dramatic act of vengeance: a retaliatory bombing raid on Tokyo itself. In those early days of World War II, America was ill-prepared for any sort of warfare. But FDR was not to be dissuaded, and at his bidding a squadron of scarcely trained army fliers, led by the famous daredevil Jimmy Doolittle, set forth on what everyone regarded as a suicide mission.

In October of 1910, only four years before the outbreak of World War I, nobody knew whether planes, dirigibles, or balloons would prevail. Within a period of 17 days, this question was on prime display, as the dirigible America tried to cross the Atlantic; huge crowds gathered at horse-racing tracks to watch airplanes race around overhead; and ballooning teams from around the world took off from St. Louis in pursuit of the Bennett International Balloon Cup, given to the balloon that traveled the farthest.

The nearly half-million American air crewmen who served during World War II have almost disappeared. And so have their stories. Award-winning writer and former fighter pilot Jay A. In 1954, the US Air Force launched an ambitious program known as WS-117L to develop the world's first reconnaissance satellite. The goal was to take photographic images from space and relay them back to Earth via radio. Because of technical issues and bureaucratic resistance, however, WS-117L was seriously behind schedule by the time Sputnik orbited Earth in 1957 and was eventually cancelled. Eyeing the Red Storm examines the birth of space-based reconnaissance from the perspective of WS-117L.
