What you are about to read is a follow-up to the first edition of this publication entitled Who Rigged the Bids: Combatting Procurement Fraud in the City of Brotherly Love. The first edition was undertaken after a series of training seminars for the city of Philadelphia’s housing authority’s office of audit and compliance (OCA). This publication restates and expands upon the need to zero in on a specific type of corruption: that being bid rigging.

This volume of Corruption in the 21st Century entitled And They Were Led by Corruption: Planting Seeds to Devalue and Devour Our Crops from Within will provide insight to students, practicing investigators, businesses that are potential victims of corruption, and corruption fighting agencies, worldwide. The publications that make up Corruption in the 21st Century will introduce listeners to actual cases of corruption. None of the volumes will contain the actual names of participants or victims of these schemes.

From discrimination to the never-ending comparison of children and, of course, the guilt women feel when going to work and "leaving" their kids behind, this book shares the reasons why women are dealing with problems and glass ceilings on the labour market, as well as within their own homes. This book teaches women, based on a full-time working mother’s own account of affairs, exactly what works to overcome such hurdles. After meeting with the highest levels of government in several developing nations plagued by corruption, I engaged in discussions focused on planning steps to bring corruption to its knees. After these discussions, I was asked to prepare a plan of action that had the possibility of being a valuable resource in helping developing and, so-called, “Third World Nations” as they continued to move forward in the struggle to take on this battle, and bring about a victorious end to the stronghold that corruption seemed to have in these governmental institutions.
