On the shocking discovery of a passenger's body on the Great Western Railway excursion train, Detective Inspector Robert Colbeck and his assistant, Sergeant Victor Leeming, are dispatched to the scene. Faced with what initially appears to be a motiveless murder, Colbeck is intrigued by the murder weapon - a noose. When it emerges that the victim had worked as a public executioner, Colbeck realises that this must be intrinsically linked to the killer's choice of weapon.

Barker, recognizing it for what it is, uses the key to unlock an anonymous door in the alleyway, which opens to an underground tunnel leading to Downing Street. The Prime Minister has a small task for Cyrus Barker. A Foreign Office agent stole a satchel in Eastern Europe, but was then himself murdered at Charing Cross. The satchel contains a document desperately wanted by the German government, but while the agent was killed, the satchel remains in English hands.

The eccentric Olive Kettering swore someone was trying to harm her. Too bad no one listened, though plenty wanted her dead. When Olive is shot and killed, Mrs. Jeffries has no problem speaking her mind to see justice served.
