The modern US Army was largely created in the years between the two world wars. Prior to World War I, officers in leadership positions were increasingly convinced that building a new army could not take place as a series of random developments but had to be guided by military policy. In 1920, Congress accepted that idea and embodied it in the National Defense Act.

Technically speaking, slavery was not legal in the English-speaking world before the mid-17th century. But long before race-based slavery was entrenched in law and practice, English men and women were well aware of the various forms of human bondage practiced in other nations and, in less systematic ways, their own country. Every policy has a place where it will or will not work. My view on economic policymaking and world poverty is unique to the literature, since it is precisely opposite to Harry Truman's desire. The world is complex; Harry Truman needed a Three Handed Economist; one hand was never enough.
