In 2023, the Supreme Court made one of its most devastating rulings in environmental history. By narrowing the legal definition of "waters of the United States" (WOTUS), the court opened the floodgates to unregulated pollution. But while tremendously consequential, the decision was also simply the latest in a long series of battles over WOTUS, and which rivers, streams, lakes, ponds, wetlands, and perhaps even farm fields were to be protected by the Clean Water Act of 1972. Waters of the United States is an unprecedented exploration of this history.

This book chronicles the creation of Everglades National Park, the largest subtropical wilderness in the United States. Prior to the park's creation, the Everglades was seen as a reviled and useless swamp, unfit for typical recreational or development projects. Park advocates drew on new ideas concerning the value of biota and ecology, the importance of wilderness, and the need to protect habitats, marine ecosystems, and plant life to redefine the Everglades. Using these ideas, the Everglades began to be recognized as an ecologically valuable and fragile wetland.

The world's preeminent environmental organization began with a layer of soot on the windowsill of a Greenwich Village apartment. Natural Resources Defense Council (NRDC) founder John H. Adams, a pioneer of environmental action, was working as a lawyer for the U.S. Attorney's office when he and fellow lawyers teamed up to form a grassroots environmental advocacy group.
