After Tripoli declared war on the United States in 1801, Barbary pirates captured 300 U.S. sailors and marines. President Jefferson sent navy squadrons to the Mediterranean, but he also authorized a secret mission to overthrow the government of Tripoli. He chose an unlikely diplomat, William Eaton, to lead the mission, but before Eaton departed, Jefferson grew wary of the affair and withdrew his support.

In March 1941, after a year of unbroken and devastating U-boat onslaughts, the British War Cabinet decided to try a new strategy in the foundering naval campaign. To do so, they hired an intensely private, bohemian physicist who was also an ardent socialist. Patrick Blackett was a former navy officer and future winner of the Nobel Prize; he is little remembered today, but he and his fellow scientists did as much to win the war against Nazi Germany as almost anyone else.

This is the exciting story about how the young American Republic established the United States Navy, Marine Corps and Revenue Cutter Service (the predecessor to the Coast Guard), designed and built the most powerful class of frigate in the world, trained its seamen in gunnery and naval warfare and gained battle experience in the Quasi-War with France in 1798-1800 and the Barbary War ("Shores of Tripoli") in 1801-1805.

During World War II, Port Chicago was a segregated naval munitions base on the outer shores of San Francisco Bay. On July 17, 1944, an explosion rocked the base, killing 320 men — 202 of whom were Black ammunition loaders. In the ensuing weeks, White officers were given leave time and commended for heroic efforts, whereas 328 of the surviving Black enlistees were sent to load ammunition on another ship. When they refused, 50 men were singled out and charged — and convicted — of mutiny. It was the largest mutiny trial in US naval history.

A major architect of welfare reform as President of the Board of Trade and as Home Secretary, Winston Churchill also continued to push a radical social agenda while running the Navy. While he was in charge of the Royal Navy between October 1911 and May 1915, not only were there major improvements in pay and conditions for sailors but detailed consideration was also given to the future of the spirit ration; to the punishing and eradicating of homosexual practices; to the spiritual concerns of the fleet; and to the regime of corporal punishment that underpinned naval discipline for boy sailors.
