The Adventure of the Naval Treaty, one of the 56 Sherlock Holmes short stories written by Sir Arthur Conan Doyle, is one of 12 stories in the cycle collected as The Memoirs of Sherlock Holmes. Doyle ranked The Adventure of the Naval Treaty 19th in a list of his 19 favourite Sherlock Holmes stories. Holmes explains that several clues all pointed to Joseph: the thief knew the ways of the office well, given that he had rung the bell before seeing the treaty; Phelps had shown his relatives around the office; Joseph had dined in London that evening, and took the 11:00 PM train to Woking.

A shoulder-launched missile attack on a convoy of vehicles leaving the UN headquarters in New York kills several diplomats, including the American ambassador. Security footage reveals that the killer behind the attack is a disgraced former special forces operative, Mark Alperi. But before US intelligence operatives can catch up with him, Alperi is already onto the next phase of his plan.

In Russia, the military is anxious to assert its military strength and regain its role as a superpower. The Russian president refuses to greenlight a bold plan to disable American strategic nuclear capability and retake Ukraine and the Baltic States, fearing the potential consequences of involving nuclear weapons. But the generals won't have it and at the first opportunity, they overthrow the president in a military coup. Then they use a narrow window to initiate their bold plan - the Zolotov option - which will render all of America's B2 bombers and ballistic missiles useless.

It begins with torpedo attacks against commercial tankers as the mercenary submarines Wraith and Specter glide beneath the seas, sowing chaos and choking off the flow of fuel to Greece. A secret cabal conspires to force the corrupt and failing nation from the European Union, even if it means fanning the smoldering tensions between Greece and Turkey into all-out war. While Greek warships scramble to locate the submarine provocateurs, international arms dealer Pierre Renard and expelled US naval officer Jake Slate carry out a mission with unforeseeable consequences.
