Many believe that the War on Poverty, launched by President Johnson in 1964, ended in failure. In 2010, the official poverty rate was 15 percent, almost as high as when the War on Poverty was declared. Historical and contemporary accounts often portray the War on Poverty as a costly experiment that created doubts about the ability of public policies to address complex social problems. Legacies of the War on Poverty, drawing from fifty years of empirical evidence, documents that this popular view is too negative.

In the recent years, people have studied the unusual increase in the number of prime-aged men who are unemployed. According to Nicholas Eberstadt, a political economist who holds the Henry Wendt Chair in Political Economy at the American Enterprise Institute, the drop of the share of prime-aged men in the labor market in other prosperous democracies has never been as severe as it is in the United States.

Nearly 40 million people in the United States live below the poverty line - about $26,200 for a family of four. Low-income families and individuals are everywhere, from cities to rural communities. While poverty is commonly seen as a personal failure, or a deficiency of character or knowledge, it's actually the result of bad policy. Public policy has purposefully erected barriers that deny access to basic needs, creating a society where people can easily become trapped - not because we lack the resources to lift them out, but because we are actively choosing not to.
