Humans take more than their geological share of water, but they do not benefit from it equally. This imbalance has created an era of intense water scarcity that affects the security of individuals, states, and the global economy. For many, this brazen water grab and the social inequalities it produces reflect the lack of a coherent philosophy connecting people to the planet. Challenging this view, Jeremy Schmidt shows how water was made a “resource” that linked geology, politics, and culture to American institutions.

In January of 1950, Mary Church Terrell, an 86-year-old charter member of the NAACP, headed into Thompson’s Restaurant, just a few blocks from the White House, and requested to be served. She and her companions were informed by the manager that they could not eat in his establishment, because they were “colored.” Terrell, a former suffragette and one of the country’s first college-educated African-American women, took the matter to court. But the journey of the “Little Rock Nine”, as they came to be known, would lead the nation on an even longer and much more turbulent path, one that would challenge prevailing attitudes, break down barriers, and forever change the landscape of America.

Published in 1791, Thomas Paine’s The Rights of Man defended the French Revolution’s values of freedom, equality, and brotherhood. He argued that a government based on justice ought to support mankind’s civil rights relating to security and protection, as well as the natural rights to life, liberty, and freedom of conscience. He also proposed plans for universal education, pensions, poverty relief, and social welfare in this classic work that was widely read across the West.

The proclaimed hope of America rings most hollow for Native peoples, people of color, the rural poor, and other communities pressed to the margins. Following the fatal shooting in broad daylight of unarmed African American Michael Brown by a white cop in August 2014, Ferguson, Missouri, became the scene of protests that pitted law enforcement against locals and Black Lives matter activists. One promise of democracy is the right of every citizen to vote. And yet, from our founding, strong political forces were determined to limit that right. The Supreme Court, Alexander Hamilton wrote, would protect the weak against this very sort of tyranny.
