What does it mean to be poor in the UK and America? For decades the primary narrative about poverty in both countries is that it has been caused by personal flaws or "bad life decisions" rather than policy choices or economic inequality. This misleading account has become deeply embedded in the public consciousness with serious ramifications for how financially vulnerable people are seen, spoken about, and treated.

Nearly 40 million people in the United States live below the poverty line - about $26,200 for a family of four. Low-income families and individuals are everywhere, from cities to rural communities. While poverty is commonly seen as a personal failure, or a deficiency of character or knowledge, it's actually the result of bad policy. Public policy has purposefully erected barriers that deny access to basic needs, creating a society where people can easily become trapped - not because we lack the resources to lift them out, but because we are actively choosing not to.

Each of us has a finite amount of mental bandwidth, the cognitive resources that are available for learning, development, work, and everything else we have to do. These "attentional resources" are not about how smart we are, but about how much of our brain power is available to us for the task at hand.
