During the late 1930s the Soviet Union under Josef Stalin and the Third Reich under Adolf Hitler reached a secret alliance, the Molotov-Ribbentrop Pact. At the conference held in Moscow in October 1943, American officials proposed to their Soviet allies a new operation in the effort to defeat Nazi Germany.
