15 years old! Geez

I thought the lead female character was 16 in the first book but 1/2 through this book I find out that she and a few of her step siblings turned 16 well away from home. So that means most of them were 15!!! Yuck!
Why write a HR book about 15 year old with 9 people in the relationship!
