Introducing Jack West a tenacious Houston Homicide Detective, a man who believes even the dregs of society deserve justice. Houston Homicide Detective Jack West is back from a much needed vacation. Early on his second day back to work, Jack and his partner catch a new murder. A young Hispanic woman is found dead behind a dumpster at her apartment complex. The Medical Examiner's report reveals similarities of their new case with that of a murder investigation headed up by Detectives Xi Chang and Jace Severson. The victims have nothing in common and are strangers. When a third murder victim is found under the bridge on the Buffalo Bayou, this confirms Houston has a serial killer on the loose.

The courtroom fiasco surprised them all, but in the end, those who needed to pay, paid. Jack West, finished with his temporary DEA assignment, is ready to go back to what he loves most: working homicide. Upon his return, Captain Veronica Justice delivers news that is both good and bad. On the bright side, the captain has reinstated his partnership with Dawson Luck. The downside? Internal Affairs has tasked her with investigating a fellow officer, and she’s entrusting the case to Jack.
