Building upon a strong academic foundation in political science, Dr. Victor Eugene Flango extended his knowledge of the judicial process by teaching and research in an academic setting for seven years, followed by another 37 years of applied research, education, and consulting with the courts of all 50 states. He was the Vice President of the National Center for State Courts' Research and Technology Division for ten years. In that role, he led approximately 40 Research and Technology staff members in developing and managing the national, multi-jurisdictional, revenue-generating projects and programs. He has delivered over one hundred presentations to professional and academic audiences, on topics related to court performance, court organization and reform, and court innovation. He is the author of over a hundred publications on court-related issues, including 7 monographs and one web-based video short. Before joining the National Center for State courts in 1977, Dr. Flango was a professor of political science at Northern Illinois University and director of the Master of Arts in Public Affairs' degree program in judicial administration. His Ph.D. degree is from the University of Hawaii (1970) and he is a Fellow of the Institute for Court Management.
