Luglio 1932. A Napoli è arrivato il caldo, quello vero, e la città sembra precipitare nell'inferno. In una notte rovente, un notissimo chirurgo cade dalla finestra del suo ufficio. Un uomo dall'aria irreprensibile, ma con qualche magagna nella vita. Wie ist der junge Mosambikaner zu Tode gekommen? Oberleutnant Otto Castorp von der Morduntersuchungskommission Gera sucht Zeugen und stößt auf Schweigen. Doch Indizien weisen auf ein rassistisches Verbrechen. Als sich dies nicht länger übersehen lässt, werden die Ermittlungen auf Weisung von oben eingestellt. Jena, 1985. Ein junger Mann ist ermordet worden. Ein Punker, so nennen sich diese Gestalten, die vom sozialistischen Staatswesen so schwer auf Linie zu bringen sind. Die Ermittler der Morduntersuchungskommission um Oberleutnant Otto Castorp nehmen schnell den Vater des Opfers ins Visier, einen Antiquitätenhändler mit Westkontakt, der dem Arbeiter- und Bauernstaat feindselig gegenüber steht. Der Ermordete, das weiß Castorp, hatte sich als Informeller Mitarbeiter bei der Staatssicherheit verpflichtet.

Jens Druwe, der glaubte, als Polizeiinspektor nach 1945 ein neues Leben beginnen zu können, wird als Kriegsverbrecher inhaftiert und verurteilt. Man wirft ihm vor, bei Säuberungsaktionen im Osten dabei gewesen zu sein. Auch seine Freundin Eva, die von ihm schwanger ist, kann ihn nicht retten. Doch da eröffnet sich eine neue Chance. Im Auftrag des britischen Geheimdiensts soll Druwe verdeckt im Zuchthaus arbeiten, um untergetauchte Nazis aufzuspüren. Es geht vor allem darum, einen Mann zu finden, der für Tausende von Tötungen im Osten verantwortlich ist.

Hamburg 1928: Seit einem Jahr gibt es im Hamburger Stadthaus eine weibliche Kriminalpolizei unter Leitung der resoluten Josefine Erkens. Auch die freiheitsliebende Paula heuert dort an. Als eine Tänzerin ermordet und obszön entstellt wird, gelingt es Erkens, Paula und eine weitere Kommissarin in der bisher rein männlich besetzen Mordkommission unterzubringen. Angeführt wird diese Ermittlungsgruppe von Martin Broder, der der Hölle von Flandern entkam. Zu Beginn tut er sich schwer mit den "unfähigen Weibern", doch die Frauen arbeiten mit präziser Logik und kühlem Witz.

Berlin 1949: Ein Arzt stürzt vom Dach einer Klinik für Geschlechts- und Infektionskrankheiten. Spätestens als im sowjetisch kontrollierten Teil der Stadt ein Mord geschieht und der Vater von Kommissar Stein, ein strammer Kommunist und ein Ermittler der Markgraf-Polizei, seinen Sohn bittet, herauszufinden, wen der Tote im Westen hatte treffen wollen, wird Kommissar Stein klar, dass es einen Zusammenhang zwischen den Morden gibt. Statt mit ihm zusammenzuarbeiten, enthält der Vater ihm jedoch wichtige Fakten vor.
