Nel 1964 Norberto Bobbio decide di dedicare le sue lezioni di filosofia del diritto al tema della guerra e della pace. Un tema – non nuovo nella riflessione dei giuristi e dei politologi ma poco frequentato nei corsi universitari – che a Bobbio pare meritevole di essere trattato, non solo perché adatto a una ricostruzione storica e teorica di ampio respiro ma soprattutto perché reso urgente dal pericolo della guerra atomica, nel pieno della crisi dei missili di Cuba.
