Although Russia has long been considered part of Europe, it has always had a culture so distinct and a history so different that it is still foreign to Western Europe in many ways. During the late 1930s the Soviet Union under Josef Stalin and the Third Reich under Adolf Hitler reached a secret alliance, the Molotov-Ribbentrop Pact. At the conference held in Moscow in October 1943, American officials proposed to their Soviet allies a new operation in the effort to defeat Nazi Germany.
