The First Counterspy is the story of spy, counterspy, and an American family unwittingly caught in its web. Until this case, the FBI had never recruited civilian counterspies to catch a Soviet agent. The first two were Larry Haas, a leading aviation engineer at Bell Aviation, and Leona Franey, head librarian at Bell's technical library. The FBI pitted them against Andrei Ivanovich Schevchenko, operating legally as one of the highest Soviet officials in the United States during WWII, and illegally as head of a wide-ranging spy network hidden within the American aviation industry.

At the conference held in Moscow in October 1943, American officials proposed to their Soviet allies a new operation in the effort to defeat Nazi Germany. The Normandy Invasion was already in the works; what American officials were suggesting until then was a second air front: The US Air Force would establish bases in Soviet-controlled territory, in order to "shuttle-bomb" the Germans from the Eastern front. Stalin, recalling the presence of foreign troops during the Russian Revolution, balked at the suggestion of foreign soldiers on Soviet soil.

Historians know that great wars hinge not just on grand strategies, but also on small decisions—moments of hesitation, chances not taken. With Britain now out of the fight, the world stands at a precipice, and Germany’s full strength is unleashed upon an unsuspecting Soviet Union. Stalin, blind to the threat, refuses to see the warnings of impending doom. As millions of German troops surge across the border, the very fate of nations hangs in the balance.

On June 22, 1941, Nazi Germany launched Operation Barbarossa, the invasion of the Soviet Union. In the time since the end of the war, the world has become familiar with the number of deaths sustained by the Soviet Union (also known as the USSR) during the conflict - 20 million. And that’s likely low, given the size of the country, census-taking at the time, and the damage done to the bureaucracy of the country.
