Da Peter Øvig gravede sig ned i en research om seksuelle overgreb mod børn på danske børnehjem, viste der sig et uhyggeligt billede: Overgrebene var omfattende, velorganiserede og stod ofte på over flere årtier. Samtidig viste det sig, at både børn og ansatte på børnehjemmene havde forsøgt at råbe ledelse og myndigheder op, alt sammen forgæves.
