Elite networks are informal social networks between politicians in power and top executives of politically connected firms where personal ties and long-term interactions build trust and loyalty between involved actors. Both groups draw benefits from these interactions; politicians stay in power, and corporate executives extract rents for their firms. Firms reward connected executives with higher salaries thus widening the dispersion of earnings in society. Not only do individuals have core beliefs about what the government should or should not do, but individuals have become more likely to support the party that best matches their policy attitudes by both identifying as a member of that party and voting for that party in elections. However, as Zingher demonstrates, voters' ability to match their attitudes to a party or candidate varies according to signals sent by elites and increases as parties become more polarized.

Representative democracies in the US and around the world are in trouble. Due to the political divide and political party extremism, people are upset, and looking for a government that better serves them. Books and articles are rife with blame, but no realistic, actionable solution has been put forth. Minor changes have been proposed such as term limits and multi-voting.
