Klein doesn't intend to hurt Mrs. Akie Abe herself. She is not a politician, and she's a civilian now. She doesn't represent a nation.
When you think of Russia, do you really think Russia is a friendly nation? Klein is discussing the root problem of this. She discusses history and the nature of Russia to Japan. While Japan has China and now North Korea, Russia is a direct and eminent threat to Japan.
