Security State

The welfare state rests on the assumption that people have rights to food, shelter, health care, retirement income, and other goods provided by the government. David Kelley examines the historical origins of that assumption, and the rationale used to support it today.

In January of 1950, Mary Church Terrell, an 86-year-old charter member of the NAACP, headed into Thompson’s Restaurant, just a few blocks from the White House, and requested to be served. She and her companions were informed by the manager that they could not eat in his establishment, because they were “colored.” Terrell, a former suffragette and one of the country’s first college-educated African-American women, took the matter to court. Three years later, the Supreme Court vindicated her outrage: District of Columbia v. John R. Thompson Co., Inc. was decided in 1953.

When 14-year-old Carlotta Walls walked up the stairs of Little Rock Central High School on September 25, 1957, she and eight other Black students only wanted to make it to class. But the journey of the “Little Rock Nine”, as they came to be known, would lead the nation on an even longer and much more turbulent path, one that would challenge prevailing attitudes, break down barriers, and forever change the landscape of America.

Published in 1791, Thomas Paine’s The Rights of Man defended the French Revolution’s values of freedom, equality, and brotherhood. He argued that a government based on justice ought to support mankind’s civil rights relating to security and protection, as well as the natural rights to life, liberty, and freedom of conscience. He also proposed plans for universal education, pensions, poverty relief, and social welfare in this classic work that was widely read across the West.

Reniqua Allen tells the stories of Black millennials searching for a better future in spite of racist policies that have closed off traditional versions of success. In Separate and Unequal, historian Steven M. Gillon offers a revelatory new history of the National Advisory Commission on Civil Disorders - popularly known as the Kerner Commission. Convened by President Lyndon Johnson after riots in Newark and Detroit left dozens dead and thousands injured, the commission issued a report in 1968 that attributed the unrest to "white racism" and called for aggressive new programs to end discrimination and poverty.
