Clues suggest that Inspector Wetron is the mastermind.

Kate Ardleigh is everything the Victorian English gentlewoman is not - outspoken, free-thinking, American...and a writer of the frowned upon penny dreadfuls. Sloan, whose list of suspects begins and ends with the surviving dinner guests.
