President William McKinley initially tried at all costs to avoid war with Spain over a rebellion in Cuba. Refusal by Spain of his offer to arbitrate an end to the conflict triggered U.S. military action, which resulted in a swift American victory. This led to U.S. acquisition of Spanish territories in Puerto Rico, the Philippines, and Guam, acquisitions that (along with the annexation of Hawaii) established McKinley as an imperialist pres­ident. To maintain his maximum freedom of action, he favored giving limited citizenship to the residents of the territories, without extending to them all of the rights and privileges contained in the U.S. Constitu­tion. On the domestic front, McKinley spoke out against the increasingly powerful corporate trusts, yet accomplished little to restrain them. He was assassinated by an anarchist less than a year after winning a second term.
