When the Emancipation Proclamation was signed in 1863, the black community owned less than one percent of the United States' total wealth. More than 150 years later, that number has barely budged. Chief Carmen Best has spent the last 28 years as a member of a big-city police force, an institution where minorities and women have historically found it especially difficult to succeed. She defied the odds and became the first Black woman to lead the Seattle Police Department.

Many black strategies of daily resistance have been obscured—until now. Race rebels, argues Kelley, have created strategies of resistance, movements, and entire subcultures.
